It should reference the RFC.

FWIW that text is in the Document History that is [[ To be removed from the final specification ]] and was in fact what happened at that point in the doc’s history.

Urgh. I missed that, thanks Brian. I’m not very good at reading rfc xml.

I'll just close this then, no action is necessary.
