amr response value as MANDATORY

The request was made by Mobile Connect to declare the amr response value in the id_token as MANDATORY. This is to avoid cluttering the acr response value with a plethora of possible values and allow the relying party to decide on a more detailed information.

Questions: * Does it make sense to specify this in MODRNA or could it be specified in Mobile Connect Profile 1.2? * If specified. Do we have to specify the possible values also (https://bitbucket.org/openid/mobile/issues/29/amr-values)?
