Another issue that came up during the F2F at Amazon was phone number discovery. How does an RP figure the issuer of a phone number, so it can make subject add/remove API calls in order to receive RISC events for that number.

John Bradley provided the following information regarding phone number discovery

There is a discovery service the GSMA runs for Mobile Connect that tells you the issuer for the phone number.
That is part of the Mobile connect service.
Phone numbers move between operators both cellular and fixed.  
You can find out who currently has it.   
Interestingly the lookup service offered by the GSMA is actually run by Apigee a Google sub.
There is another paid one that the GSMA has with NeuStar called PathFinder

The Mobile connect version that is free is just, Mobile connect operators.  
Google also has a SS7 connection to the network so for you you can find the current MCC/MNC at any time as well as info on if the phone is roaming:)  Any Phone company can do that. 
Some Phone Companies like DT in Germany provide a public API to look up any number in their MCC.
