Unable to read special characters like delta(Δ) from xlsx file columns

I am trying to read cell values from an .xlsx file using code from https://automatetheboringstuff.com/chapter12/.

I can read and print the values inside all cells which have normal text values in my xlsx file. But my script stops working/printing values when it encounters special characters like delta(Δ) in a cell of my xlsx file.

How can i read special symbols from my excel file.

It shows following error

File "C:\Python27\lib\encodings\cp1252.py", line 12, in encode return codecs.charmap_encode(input,errors,encoding_table) UnicodeEncodeError: 'charmap' codec can't encode character u'\u0394' in position 5: character maps to <undefined>

    Your local encoding has no representation for the symbol and, therefore, raises an exception. Note that this affects only trying to print the value of the cell in Python.
