Merged in SES-2098-prefixed-name-encoding (pull request #376)

Description

Trivial fix. The %-decoding was originally introduced as part of SES-947, but as far as I can tell it's simply unnecessary: %-encoded chars should be left as-is, like they are in URIs.

All SPARQL-related compliance/conformance tests still greenline after this fix.
