Merging web upload branch to develop. Web import developed and tested. Refs ~~#101~~ and ~~#102~~ remain to do. Fixes ~~#21~~.

Added login required to upload view and alternative text and if statement for non-admin users. Refs ~~#101~~.

Added security to the processing and summary pages for patient size uploads. All only accessible with admin login. Refs ~~#101~~.
