Charts: add CT charts of number of radiation events per study and per requested procedure name

These charts will be helpful to diagnose if more acquisitions are being used for a particular study or request type on one system than another.

The use of 'ctradiationdose__ctirradiationeventdata__total_number_of_irradiation_events' in a call to average_chart_inc_histogram_data will return the data that's needed.

    @edmcdonagh, this works as expected on my test system, but I seem to remember that it didn't work on the testing site. Are you able to see if it works for you? Thanks, David

    I've thrown it back onto testing, and I can't see a problem. And I can't remember what the problem was before... do you remember?

    When I last looked at it on testing the charts were blank. Turned out that this was because I didn't refresh my browser cache. The new charts are completely fine now.
