0.8.0b2 docs issues

  • Upgrade offline is a child of 0.7.4 release notes
  • -d is not usable with pip install - should probably be pip download -d - I need to check which version that is applicable from.

    This was discovered in the process of attempting to upgrade to 0.8.0b2, and finding that my version of python (2.7.4) doesn't satisfy the SSL requirements and therefore I had to download and install from a local folder.

    Bumping version numbers for 0.8.0b3 release. Also added refs #616, #618 to changes and removed in-page link (hash) from highsoft link as it may be what is causing readme to nor format on PyPI
