Merging web upload branch to develop. Web import developed and tested. Refs ~~#101~~ and ~~#102~~ remain to do. Fixes ~~#21~~.

Added in test for existance of file before attempting to process it. Covers scenario where user goes back after file has been processed and deleted, and tries again. Redirects with error message to upload page. Also removed some text that wasn't ever reached. Refs ~~#102~~.

Fixed ~~#102~~ Now doesn't attempt to process files if they are not there.
