Add OpenREM version number to web interface

And make sure the correct version number is being written in the Excel exports

    Added 'admin' dictionary to pass from each of the views to the corresponding html templates. Admin has a single key - openremversion. This is then called in the base.html template to place the version information in the footer. Fixes #14.
