If acquisition level filteredInclude returns none, then filter ignored

If the filters are set such that no results are returned, then the current test in ct_acq_filter
and similar would assume that there were no filters and return everything instead of nothing.
In normal use, this filter is only applied if the user is clicking on the charts, and therefore they shouldn't meet this situation.

@edmcdonagh, I'm not aware of this causing any problems in my use of the system. It doesn't ring any bells.

Not sure @dplatten if this is still a real thing. My original description suggests that maybe it never would have occurred anyway? Does it ring any bells for you?
