The time reported here is given for the GMT timezone, not the local timezone.

This (along with language) is something I've been wondering about for along time. Can you log an issue in openrem/openrem so we can track it? Is there any effect other than logging? Modalities are generally set to the local time in my experience, and they don't pass timezone information with the time fields. Is that your experience? Are there any other consequences to me not having investigated this till now?

That's my experience as well... I can't think of any consequences right now.
