Charts: very slow rendering of mammo scatter plots

OK when all data plotted as a single series. Extremely slow to render when plotting a series per system (8 mammo systems, 3015 studies, around 10,000 points in total).

Added boost configuration for scatter plot JavaScript to increase speed of scatter plot rendering. Speed increase of a factor of at least 100 for my 8 series, 3000 study, ~10,000 data point mammo scatter plot. References and fixes issue #495.
