PixelMed created GE LS16 RDSR no longer imports

Issue #518 resolved

Ed McDonagh created an issue 2017-06-27

Imports correctly to 0.7.4, fails to import to current develop. Need to anonymise and add to tests and fix!

Added test for ref ~~#518~~ which is expected to fail until the import is fixed.

Took _projectionxrayradiationdose function out of try/except as errors in that function were being caught by the try inappropriately. Refs ~~#518~~

Target Region failure is due to issue ref ~~#485~~ being fixed - previously wasn't imported at all due to missing space. Now try-except. Tests now work. Refs ~~#518~~

Corrected name of Toshiba RDSR from PixelMed test, added new GE RDSR from PixelMed test to Toshiba file. Renamed and added doc string. Refs ~~#518~~

Missing .save() from rearranging try-except for template-identifier meant some RDSR failed to import correctly. Fixed. Refs ~~#518~~
