The user-level Home page options on the Config menu that link to /homepageoptions/ have got lost somewhere. The code is present, it is just the link in base.html is missing.

Added user home page options entry back onto the config menu. This only appears if the display of workload stats is activated in the admin options, and then only when the user is on the home page or the user- or admin-level home page option views. References issue #690 and issue #658

Combined user and admin home page option forms into one. The enabling or disabling workload field only appears for admin group members. The home page options menu item only appears for users if the display of workload data is enabled (this behaviour may need to be changed in the future if other options are added for the home page).
