Tests fail if logging isn't set to DEBUG

Tests should set DEBUG rather than assuming it is set.

Explicitly setting DEBUG for logfile in test, and removing modification of local_settings in pipeline so that pipeline tests are the same as user ones (in this regard!). Refs #743
