GE OEC Elite Mini View RDSR has no Content Template Sequence

Which means the extraction routine never launches into the RDSR properly as there is no trigger to indicate what we should find.

Propose checking if nether the CT or projection templates have been found, and then attempt to work it out from there using Procedure Reported etc.

Not sure of the milestone yet.
