iis_on_windows.rst improvements

Spelling mistake - in title it uses wfastcgy, in the command it is wfastcgi
Doesn’t make it obvious what changes need to be made for a virtualenv install

Marked as Milestone 0.10.0 because I’d like to see these changes in the current 0.10.0-docs branch (via a fork from that branch then a PR back into it )
