iis_on_windows.rst improvements

• Spelling mistake - in title it uses wfastcgy, in the command it is wfastcgi
• Doesn’t make it obvious what changes need to be made for a virtualenv install

Marked as Milestone 0.10.0 because I’d like to see these changes in the current 0.10.0-docs branch (via a fork from that branch then a PR back into it )

Didn’t get any volunteers…

Needs to be right for 1.0. I’d like virtualenv to be the default for Windows (as it is for Linux).

Not updating 0.10, just getting it right for 1.0. Therefore effectively a duplicate of issue #728
