Add legacy Toshiba style functionality to storescp

-toshiba flag not currently supported by the built-in storescp server (only by the Orthanc lua file)

Should be implemented as per Orthanc logic.

Probably add models to use this with to database (currently in Lua file) - not sure if this should be in a new table or part of the DicomStoreSCP

With Docker being the recommended install route, everyone on this path will have Orthanc so it isn't worth developing storescp.
