Web interface stylesheets don't work on windows

Ed McDonagh created an issue 2014-01-31

Additional '/' after {{ STATIC_URL }} in the base html file causes a double /in the URL which is OK on Linux but not in Windows.

Removed superfluous '/' after {{ STATIC_URL }} in the base.html file, as reported by David Platten. Should fix #8.
