Initial setup of translation function for the docs and for the interface
To be merged into develop so that volunteers might be able to get started on translations
Currently requires a fair amount of local setup to provide the translations, although updating existing strings in the repo (currently German only) could be done without a local setup (just need to modify the .po files in a new branch and PR them back in).
Request currently with Weblate for gratis hosted service, which would make maintaining and adding to the translations much easier.
New doc explaining some of this in the developer section of the documentation (currently English only!)
A German version of the docs is currently live, though it is mostly English currently with a little bit of Google translate German.
