Resolves WW-160 by adding in three new ActionContext keys: request, session, and application. With these you can do <ww:property value="session['foo']"/> to pull out "foo" from the session, for example.

implemented ParamTag for velocity. i thought i had done this before, but i guess i hadn't checked in. this falls into the category of another tag that was implemented for JSP's, but never got implemented for Velocity. (strong encouragement to finish up the MockPageContext :)
