SConstruct: Use specialised SCons Variables

SCons offers several specialised Variable types, like BoolVariable, which include automatic conversion from different string values. Attached patch makes ori's SConstruct use these instead of plain string values.

This helps to make the buildsystem easier to use, which was necessary to write a simpler Gentoo ebuild.
