is_default_allowed option

Hi, Olivier.

Have found bug with is_default_allowed option

have setting in config

projects:
  # If set to false, *default* project is disabled and task *must* select a project
  is_default_allowed: false

When user create new job, he still able to choose default project. But after submitting, job just disappear from Running jobs like it wasn't submitted.

However Administrator can see this job in "Running jobs", but it will never run. Always pending without any reason.
