Does Docker evaluation system limit the number of cores?

I was curious about this last year -- is the number of cores available somehow limited in the Docker image? Outside of Docker, I see about 600% cpu usage when running my competition system. Whenever I run the Docker test image, it never seems to exceed ~200% cpu. Running Gazebo headless doesn't seem to be enough to account for the difference.

I don't see any limiting in the script running the competitor docker container, and the Docker documentation says there's no limit by default.
