fails when outside dev mode

When I remove the --development-mode option from the launch file, the sim fails:

[INFO] [1554037000.937631, 0.000000]: Waiting for service /gazebo/spawn_urdf_model

looks like this is the same as issue#162

Hi @dan77062 If you're machine has the custom ARIAC version of gazebo_ros_pkgs in your catkin workspace then you're right this is probably the same as #162.
