Partial score for low priority order submissions

Kit submitted for orders that aren't "active" get scored 0, which is too harsh.

Make it double points for high priority order instead of partial points for low priority order.

Low-priority orders get the same score as high-priority orders. Timing metrics will motivate teams to submit the high priority order ASAP. Times for orders are measured from when they were first announced (order 1 used to be paused while order 2 interrupted it).
