DARTJoint::SetForce behaves differently from other engines

When creating the INTEGRATION_keys_to_joints test for pull request #2490, I noticed that while a joint starts moving for all other engines after one call to SetForce, DART requires a few calls until the joint starts moving.

To reproduce, open test/worlds/keys_to_joints.world from that pull request using different engines, and see how only DART takes a while to respond when pressing o and l.
