Saved worlds have a <state> tag which mess up world reset

How to reproduce:

  1. Open Gazebo
  2. Insert a box
  3. Translate the box into a new position
  4. Save the world
  5. Close Gazebo
  6. Open the saved world - the box will be in the new position
  7. Reset the world - the box goes back to the position where it was inserted for the first time

I believe the user's intention when saving the world is to set the current world state as the initial state.
