I have been trying to work with the actor for a project and encountered this problem documented on the gazebo forum:

I was told this likely was and bug in the actor box setup, which I need to report.

    Can confirm that removing robot model with sensors removes this issue. Having the robot included regardless of sensors seemed to make this re-occur
