Better Control of Forecasts

Oz Greg repo owner created an issue

WD has provision for multiple forecasts however the weewx skin lacks support for this concept. Extend the skin.conf and add custom tags to control where the forecast text and icons should be obtained for output in the clientraw and clientextra templates.
