testtags.php 'alltime' tags are being displayed in US customary units - v1.0.0_development

Gary Roderick created an issue

Irrespective of skin.conf Units setting or weewx.conf overrides $alltime.xxxxx.yyy (eg $alltime.barometer.max or $alltime.outTemp.min) are being displayed in US customary units. Given it is happening to barometer and outTemp it suggest the issue maybe in the reworked SLE that provides $alltime.

    Fixed vide commit bddfaa7.

    Issue was that the child class being created by the alltime SLE was not being initialised and hence was using an incorrect formatter/converter.
