Error text from police state

I noticed another bug, but I don't remember it clearly. Here's a description from memory:

If you're in a zone that doesn't let you go back in time (e.g. Police State), clicking on other zones does nothing.

When you then do an action that does work, the status bar at the bottom of the screen will include an error for the action that didn't work before, and then append that with the message for the latest legal action. (something like "You can't do thatYou did foo")
