Add dns3.digitalcourage.de to list of available DNS-over-TLS servers shown when enabling "Use Stubby"

When DNS-over-TLS is enabled via the setting “Use Stubby” in Advanced->DHCP/DNS, a list of pre-configured servers like Cloudflare, Google, or Quad9 is shown. However, privacy-aware, censor-free alternatives are missing, so I would like to propose to add the DNS server of Digitalcourage (Wikipedia has some background information in English). The page is in German only, unfortunately, but all technical details for dns3.digitalcourage.de should be easily readable:

Maybe this addition should be passed on upstream to Stubby as well for inclusion in its default/example configuration?

You can use your own, custom configuration file for stubby.
