I should perhaps point out that what I really want is petsc4py that works with PETSc 3.9.2. But perhaps petsc4py 3.9.1 do work for PETSc 3.9.2? I automatically assumed the dependency requirement referred to the full version number ("A matching version of PETSc built with shared/dynamic libraries.")

Yes, indeed. petsc4py 3.9.x works with petsc 3.9.y, the path-level (third) version number does not count.
