Version number was 0.4.2 in README but not in setup.py.
I could push this new version to PyPI as 0.4.2, if that's ok. I could also give you the ownership of the sphinxcontrib-tikz package at PyPI if you want: https://pypi.python.org/pypi/sphinxcontrib-tikz
I didn't notice any tags in the repo. Do you mark releases somehow?
