Can't create socketError 10109

facing this error - any Ideas how to solve? how can I get an debug-log from the app?

I tested - portable 4.60 / 4.62 - Installable 4.62 - deleted the ini file and recreated - run as admin / user (no difference) - win-FW is open

cannot use the software, even after opening, it keeps telling me, that the host is unknown (for sure due to the socketError)
