Document inputs to phosim

One of the things that makes phosim really hard to use is the vast number of inputs. Of course, this is also one of the things that makes it so flexible.

Please document all the inputs. This includes the site.txt files and focal plane organization files.

yes, i agree. the Instrument and Site Characteristics (ISC) files documentation is not on the wiki unlike the command file & instance catalog file. part of it is documented in the file itself, and other parts were on our previous website, but haven't been transferred yet. it was a priority already to do that over the next couple months. it needs to be updated as well.
