Compress export and backup files

As initially mentioned in Issue 199, files downloaded from phpLiteAdmin could be compressed
on the server to reduce the size of larger exports (when zlib functions are available).

There are two sides of this:
- compress database files read from the filesystem
- compress CSV and SQL files generated by phpLiteAdmin

Compression would be optional, likely enabled using a checkbox.
