Themes are not loading

I’ve deployed phpliteadmin locally to an apache2 server as specified in the web tutorial. Once I copy any theme next to the php script and reload the site, phpliteadmin shows no css at all and everything is messed up, despite apache’s log showing a 200 code on the file request. Also, inspecting with Firefox’s web inspector show 0 inherited css rules from phpliteadmin.css.
