pathlib destroys duplicate leading forward slashes

POSIX allows two leading slashes to be assigned special significance, and Cygwin takes advantage of this functionality to map UNC paths into its POSIX namespace. In Cygwin, "//foo/bar" means something very different from "/foo/bar". If pathlib were to transform the former to the latter, it would break important use cases.
