Ability to change weather manually

Peter Tigges created an issue

using the /server command opens up the existing menu a new menu option should be added "weather" depending on your terrain it should list up the possible weather states for "your" terrain only !

  • weather_0
  • weather_1
  • weather_2
  • weather_3
  • weather_4

0=clear, 1=mild, 2=heavy, 3=severe, 4=ludicrous
