Error in tropospheric delay when using ecliptic coordinates

The tropospeheric delay computation expects psr[p].posPulsar to be in equitorial coordinates when working out the amount of atmosphere we are looking through. This is not true when using ecliptic coordinates, causing incorrect estimates of the tropospheric delay (up to ~100ns, or even several microseconds in extreme cases) when using ecliptic coordinates. Fixed in 296295e, but we should check if there are other cases where this assumption is made.
