[PR] Add the Irish LOFAR Station (IE613) to the observatories list

Hi,

I don’t seem to have permission to submit a PR so here’s a patch, the aim of the patch is to add the Irish LOFAR station (IE613) to the list of possible observatories. I noticed it was missing while I was setting up things so I might as well submit the patch upstream. Coordinates were taken from Michiel Brentjen’s lofarantpos database.
