The original paper (2006MNRAS.369..655H) states it includes all bodies with an impact of 0.1 ns or more on the Shapiro delay and so declares the routine shapiro_delay.C
However, second-order corrections to the Shapiro delay of the Sun are not included despite their ~1ns magnitude. A 0"4 light bending for a closest approch translates to ~300 km displacement at the closest approch, lengthening the path by roughly 0.3 m (using triangle of 1 AU and 300 km sides) or 1 ns.
