Add this line to the observatories.dat file 3183649.31400 1276902.98900 5359264.71000 LV614 Irbene

That is LOFAR station LV164 coordinates

I have added
3183649.314 1276902.989 5359264.710 LV614 IRlfr
to be consistent with other lofar stations.

Other lofar stations have separate LBA and HBA coordinates, so perhaps that should also be added.
