Fixed up the height and width command line paramaters.

Added support for joystick quit. Which makes the gp2x able to quit the test, and go back to the menu. Also added not using RLE when using hardware.

Changed the behaviour of Clock.tick to use SDL_Delay instead of a busy loop. Added a tick_busy_loop which uses the old behaviour. This is more consistent with what people think Clock.tick() will do. That is not use up lots of cpu.

like the testsprite.c that comes with sdl, this pygame version shows lots of sprites moving around. It is not an exact copy of testsprite.c, but is close. Thanks to zx64 for converting it.

Used PyUnicode_AsEncodedString instead of PyUnicode_AsEncodedObject. That is available in python2.3, and python2.2. Not just python2.4

Clock.tick() needs a framerate argument not millisecond argument. also noted the use of pygame.time.delay, as some people did not know of the busy loop used, and were confused by 100% cpu use.
