Fix bytes decoding problem in scrap_clipboard.py example (refs #105) On Windows, the '\ufffd' unicode replacement character is not recognized. So, for the 'replace' decoding errors option, a UnicodeEncodingError exception is raised for non-ascii bytes. The 'ignore' errors option, though less informative, raises no exceptions.

Correct Event readonly attributes test for Python 3.x: the exception raised on assignment differs from 2.x.

implement *_tags.py module replacement to *_test.py level tags. Now tests for unbuilt modules can be more easily skipped. Also the IGNORE and SUBPROCESS_IGNORE black lists in test/__init__.py goes away, replaced with *_tags.py tags.

From Marcus: Fixes lots of warnings... mostly redeclarations.

Some code cleanups from Marcus von Appen. min->MIN, indentation, other. A rewritten scrap module. Hasn't been tested on osx/windows. Issues with pasting into the gimp. Pasting from the gimp works fine.

Changes for goodness. I mean, I got rid of some testing stuff in mac_scrap.py and scrap_clipboard.py
illume
made it able to try out mac_scrap... for testing.

Clipboard manipulation functions. Still needs a unittest, and windows testing.
