numpy is supposed to support Python3 but this fork doesn't seem to work on Pypy3.

Correct. The underlying support for ndarray is currently disabled for PyPy3, see the pypy issue tracker https://bugs.pypy.org/issue1567

It's had status = new for two-and-a-half years, which seems a bit excessive, doesn't it? why not just say you're not going to get to this? I, personally, would never have started with PyPy had I known there are no plans for support of Python 3 and NumPy. That just seems rudimentary to me...
