Players can change town permissions that aren't theirs

A player on my server named ehcrafter discovered this bug and reported it to me. It's a very bad bug that allows players to greif others. Here's the video on how it works: https://www.youtube.com/watch?v=zEajMXmy4zg

This needs to be fixed ASAP.
